Turn one on and its screens, reports, and permissions appear; turn it off and they leave without touching the underlying operations data. Rather than tiers that gate features you'll never use behind features you need, ISS charges for how many modules you switch on. Everything else — multi-tenancy, the audit trail, role-based permissions, the API — is platform, not an upsell. Some modules include their prerequisites automatically: switching on Vehicle Rental brings Rental with it, and that's counted once, not twice.
